My relative son who is 6 + years now still facing issues in speaking, does not do any eye contact, and he barely speaks, they are very embarassed to take him anywhere as he starts creating nuisances everywhere.,

Now coming to your point- you need to take him to the psychologist who can diagnose the level of his disorders. Accordingly they will guide you the further treatment.
